Executive Summary
Agreement on the Council of Europe Bioethics Convention could be delayed until later this year. Although the text was cleared by the Council's parliamentary assembly on February 2nd, experts from the 33 member states demanded 20 further changes. These will now be considered by a committee of ministers acting on behalf of national governments. The assembly in early February avoided a controversy on embryo research by agreeing that this should be covered in detail by a separate protocol which is being drafted with less urgency.
