European Commission President Jacques Santer has asked US President Bill Clinton to intervene personally to ensure the completion of a Mutual Recognition Agreement with the US before next month's EU-US Summit. While Europe is committed to the process, some US agencies remain "very reluctant" to apply the principles of mutual recognition, Mr Santer claimed in an April 15th letter to Mr Clinton.
