Executive Summary

The US Health Care Financing Administration's (HCFA) top specialist on Medicare coverage issues will leave the agency on November 22 to join the Washington law firm of Arnold & Porter. Dr Bagley, who is a lawyer and a physician, has been at HCFA since 1994. When the agency reorganised in 1997 he became its first director of the coverage and analysis group in the Center for Clinical Standards and Quality, responsible for making national coverage decisions. Since then he set up a formal process for coverage review, chartered the Medicare Coverage Advisory Committee and led the Negotiated Rulemaking Committee on Clinical Laboratory Diagnostic Tests. HCFA will soon release the panel's recommendations as a proposed rule.
