The Council of Europe's committee of ministers has called on its 41 member states to create legal structures and policies so as to allow citizens to participate fully in all decision-making processes concerning healthcare. A set of guidelines will be released shortly. The move reflects the council's drive to create more patient-oriented healthcare systems.
