Executive Summary

Norway's government last week presented proposals before the parliament to outlaw therapeutic cloning as a means of obtaining stem cells for medical research. At the same time, the government will move to continue the ban on research with embryonic stem cells, which has been in place since 1994. But it is keen to show that it is not opposed to stem cell research in principle and is backing research into stem cells from non-embryonic and non-foetal stem cells.
