Decision on foetus definition allows prenatal care coverage

Executive Summary

For the first time, a foetus has been defined as a child by the US federal government, clearing the way for states to cover the cost of prenatal care. Health and Human Services (HHS) Secretary Tommy Thompson announced last week that he will issue a proposed regulation soon allowing states to provide healthcare insurance coverage under the State Children's Health Insurance Program to pregnant women for their children who have yet to be born.
