Technical progress" is an ambivalent concept, given that it can have positive or negative effects on healthcare expenditure. Nonetheless technical progress is "an inescapable fact", in the view of the European Economic and Social Committee (ECOSOC) in its opinion on healthcare, published in the Official Journal of the European Union of September 30 2003. Accordingly, the time is ripe for a serious and urgent debate on the various aspects of healthcare policy, all the more so in view of the enlargement of the EU, says the committee.
