EU foreign ministers were meeting as Clinica went to press to confirm the political closure of pre-accession talks concerning Romania's membership of the EU. Romania has been lagging behind Bulgaria, which closed EU talks in June. Both countries are due to sign the Accession Treaty in spring 2005, in readiness to join the EU in 2007.
