Executive Summary
Federal entitlement programs, including Medicare and Medicaid, will be examined by a fiscal responsibility commission created Feb. 18 by executive order. The National Commission on Fiscal Responsibility and Reform will be chaired by former Clinton Chief of Staff Erskine Bowles and former Republican Sen. Alan Simpson. Proposals by the White House commission will not be binding, and Congress will not be required to consider them
