Executive Summary

FY 2000 agriculture appropriations bill reported out of the House Appropriations Committee May 19 includes $1.2 bil. in funding related to the agency's salaries and expenses and the Prescription Drug User Fee Act. An identical amount was approved May 13 by the House Appropriations/Agriculture Subcommittee ("The Gray Sheet" May 17, p. 5). The bill also includes language prohibiting agency funds from being used to prepare a budget submission to Congress that assumes reductions from the previous year's budget due to user fee proposals, unless the submission also identifies spending reductions that should occur if the user fees are not enacted. Similar language was included last year
