Executive Summary
CMS 1paper on value-based purchasing, released March 23, describes options to transition the current inpatient pay-for-reporting system to a pay-for-performance system in FY 2009, as mandated by the Deficit Reduction Act of 2005. The agency plans to make a percent of hospital inpatient payment updates conditional on providers meeting performance measures for heart failure, myocardial infarction and pneumonia, among other conditions. CMS says the program will not incorporate additional funding beyond the annual update. The paper will be discussed during a public listening session April 12. Comments are due April 19...
