In theory, opportunities to make healthcare savings should be seized with both hands. Under the eight-month old UK coalition government, the NHS last month retained the £20bn (in 2011-14) savings drive made under the previous Labour administration. The “Operating Framework for the NHS in England 2011/12”, published on 15 December, put an emphasis on keeping open all avenues for implementing “smart” cost savings measures.
