Experts from 35 countries failed to agree on a final version of the Council of Europe's international convention on bioethics in Strasbourg at the end of November, although some progress was made. One of the main areas of controversy, relating to research on human embryos, has been taken out of the body of the convention and will be tackled in a separate protocol. A further meeting has been arranged for February 26th-March 1st, 1996. If the text is agreed, it will have to be scrutinised by the Council's Parliamentary Assembly.
