Germany is in the middle of extensive healthcare reforms, which have intensified since 1992 with the appointment of Horst Seehofer as Health Minister. One aim is to reduce healthcare expenditure. Another is to shift the responsibility from the federal level to the regions (Lander) and from the Health Ministry to the providers and payers - the hospital associations and health insurance funds.
