The German Order, which maintains hospitals in several German states, has been forced close many of them in order to compensate for its huge financial losses. It envisages a step-by-step withdrawal from the hospital sector. The Social Democratic economics expert, Heinz Kaiser, has blamed the Bavarian regional government for the "disaster". He claims Bavarian president Edmund Stoiber and his cabinet "turned a blind eye" to the Order's financial problems.
