European Union heads of state and governments signed the European Constitution on October 29. This Constitution aims to make the EU "more democratic, more effective, and more transparent", in the words of Romano Prodi, president of the European Commission. It is now up to national parliaments or citizens, via referenda, depending on how their democracies work, to ratify the new Constitutional Treaty.
