Executive Summary
The European Commission expects Bulgaria and Romania to be ready for EU membership by January 2007, having fulfilled the necessary economic and acquis criteria. The Commission is making every effort to bring negotiations with the two countries to a successful conclusion in 2004, with a view to signing the Accession Treaty as early as possible in 2005.
