Executive Summary
A serious AIDS/HIV epidemic is resurfacing in parts of Europe, according to the European Commission, and the EU must provide the political leadership needed for the continent-wide action necessary to avert this. As part of its action plan to tackle the problems, which are particularly acute in some of the countries that joined the EU on May 1, a new Commission paper was scheduled for debated by health ministers and AIDS experts from across the EU and by its eastern neighbours at a conference in Vilnius, Lithuania, on September 16-17.
