Bulgaria and Romania are still due to formally become EU members on January 1 2007, but this could be postponed if the two countries fail to introduce the necessary measures on time. The European Parliament's foreign affairs committee has just approved their accession, but has also demanded a right to be involved in a new mechanism that has been introduced in the Accession Treaty, by which the European Council can decide to postpone accession if it considers this to be necessary.
