Primary care trusts [PCTs] do have a very important role in estimating the clinical and cost effectiveness of a drug or, indeed, a device before there is NICE guidance." So said Dr Felicity Harvey, head of the UK Department of Health's medicines, pharmacy and industry group, during the first evidence session (May 17) of a new parliamentary inquiry into the activities of the National Institute for Health and Clinical Excellence (NICE).
