The Scottish government's inquiry into the transmission of hepatitis C and HIV to NHS patients through blood and blood products will be known as the Penrose Inquiry, after the appointment of its chair. The Scottish Parliament was told yesterday that Lord Penrose is standing in for Lady Cosgrove, who was obliged to withdraw from the role late last year.
