Peru's change of the guard promises smooth reforms transition

Oscar Ugarte Ubilluz has taken over as Peru's health minister, replacing Hern�n Garrido-Lecca, who had been in office since December 2007. Since serving as former vice-minister of health in 2002, Dr Ugarte, a medical doctor, has been a consultant on healthcare decentralisation policy with Partners for Health Reform (PHRplus) and Promoviendo Alianzas y Estrategias (PRAES), with the backing of USAID. Following his first meetings since last week's handover, Dr Ugarte has pledged to maintain the healthcare reform and service provision assessment programmes initiated by Mr Garrido-Lecca.
