STATE, LOCAL PARTICIPATION IN FEDERAL MEDICAL SUPPLY CONTRACTS should not be allowed because the differences between federal and non-federal customers of medical products would make it "difficult if not impossible for a manufacturer to structure one contract that [would] meet the diverse needs of both," the Health Industry Manufacturers Association argues in June 6 comments on the General Services Administration's proposal to permit state and local governments to participate in the use of Federal Supply Schedules.
