SENATE REGULATORY MORATORIUM WOULD APPLY ONLY TO "SIGNIFICANT" RULES as defined by the administration under a modified version of the "Regulatory Transition Act" presented by Senate Governmental Affairs Committee Chairman William Roth (R-Del.) at a Feb. 22 hearing.
