DeLay/Nickles bill: Rep. Tom DeLay (R-Tex.) introduces legislation (HR 450) on Jan. 9 that would place a moratorium on new federal rulemaking until June 30, retroactive to Nov. 9 ("The Gray Sheet" Jan. 9, p. 4). Committee markup of HR 450 is set to begin Jan. 25 in the House and is scheduled for floor debate the week of Jan. 30.
